Se alguém passou por esse problema aqui vai:

This usually occurs if your userland and kernel are not built from the
same source (kernel older/newer than userland pfctl).

If you are tracking -current anyway, I'd cvs update /usr/src, then
rebuild the kernel, reboot and rebuild userland.

You can also cp /usr/src/sys/net/pfvar.h /usr/include/net and just
rebuild pfctl (cd /usr/src/sbin/pfctl && rm -rf obj && make obj && make
&& make install), if you prefer.

per il tipo e' stata la soluzione.  ma e' possibile non sia il tuo caso...
visto il msg di err riportato...
