Também tive este problema.
Coloquei o php.ini como se segue:

Coloquei também a tag para upload em ON

de configuração para IIS e ainda mais com HTTPS.

Aqui comigo está funcionando beleza o UebiMiau, PHP4.2 e FreeBSD
4.7-STABLE.
