Alguma(s) maquina(s) na sua rede têm algum serviço multicast habilitado.

Exemplos: 
- Solaris (qualquer versão) : tem o serviço multicast habilitado por default
- Ruindows (após o W98/NT4 sp5) : quando inicializa, manda pacotes icmp nesse endereço, se houver resposta inicia os serviços de multicast (se voce comprou, é claro)


Fora isso, diversos softwares de H-323 usam multicast....
