Bom, antes de mais nada, se voce usa PF as opções
abaixo não terão uso:

> #ipfw
> options         IPFIREWALL
> options         IPFIREWALL_VERBOSE
> options         DUMMYNET
> options         IPFIREWALL_FORWARD
> options         IPFIREWALL_VERBOSE_LIMIT=10

Quanto ao erro do seu pf.conf, tente executar o
comando pfctl -nof /etc/pf.conf.
