[FUG-BR] Erro ao restartar apache!! (testar site off-line)

Caros,
 
O que significa estas mensagens de erro ao restartar o apache?
 
User cannot occur within <VirtualHost> section
Eu comentei a linha do User e Group, aí logo em seguida restartei novamente e gerou estes warning's:

Na verdade estou tentando testar os sites off-line (ip local), mas não estou conseguindo.
Qual a forma de testar isso off-line? sem estar com o ip válido na internet, por exemplo para eu testar www.meudominio.com.br localmente?
